दिल्ली सरकार ने GST का किया विरोध ,कहा शोध अनुदान पर नहीं होने देंगे लागू

आम आदमी पार्टी की नेता और दिल्ली के मंत्री आतिशी ने सोमवार को कहा कि अगर संस्थानों को मिलने वाले शोध अनुदान पर जीएसटी लागू किया जाता है तो दिल्ली सरकार और पंजाब सरकार जीएसटी परिषद की 54वीं बैठक के दौरान इसका कड़ा विरोध करेगी। केंद्रीय वित्त मंत्री निर्मला सीतारमण की अध्यक्षता में जीएसटी परिषद की 54वीं बैठक राष्ट्रीय राजधानी में चल रही है। केंद्र सरकार अपने बजट से अनुसंधान अनुदान की राशि लगातार कम कर रही है और दूसरी ओर जब शिक्षण संस्थान अपने दम पर अनुसंधान अनुदान ला रहे हैं तो उन पर 18 प्रतिशत जीएसटी लगाया जा रहा है। अगर आईआईटी दिल्ली जैसा संस्थान कुछ प्रकार के वाहनों, विमानों और चिकित्सा उपकरणों पर शोध कर रहा है, तो उस पर जीएसटी क्यों लगाया जा रहा है।

Delhi government opposed GST, said will not allow it to be implemented on research grants


Aam Aadmi Party leader and Delhi minister Atishi on Monday said that if GST is implemented on research grants given to institutions, then the Delhi government and the Punjab government will strongly oppose it during the 54th meeting of the GST Council. The 54th meeting of the GST Council is going on in the national capital under the chairmanship of Union Finance Minister Nirmala Sitharaman. The central government is continuously reducing the amount of research grants from its budget and on the other hand, when educational institutions are bringing research grants on their own, 18 percent GST is being imposed on them. If an institute like IIT Delhi is doing research on some types of vehicles, aircraft and medical equipment, then why is GST being imposed on it.

He further said that if there is talk of imposing any kind of GST on research grants given to institutions. Then the Delhi government will strongly oppose it. He said another important issue is related to online payment. Till now online payments of less than Rs 2,000 were exempted from GST. But now it is proposed that GST should also be levied on payments made through payment gateways. This will have a huge impact on small businesses and start-ups. If GST is imposed on health insurance, life insurance and insurance for mentally challenged people. So both the Delhi government and the Punjab government should strongly oppose it.

Punjab Finance Minister Harpal Singh Cheema said that they will talk about abolishing GST on health insurance. Cheema said Delhi and Punjab are unanimous about the agenda on health insurance. Whether GST should be imposed on health insurance or not. GST should not be imposed on it, we will talk about abolishing GST on health insurance. The second biggest issue is research, whether it is a private or government institution, we oppose GST on them. Research is being done for the country's development, so GST should not be imposed on it. The GST Council is headed by Nirmala Sitharaman and its members are ministers of state.

According to sources, the GST Council can provide significant relief to individuals and senior citizens by cutting the GST rate on health insurance premium. Currently, there is an 18 per cent GST rate on health and life insurance policies. After the first meeting of the reconstituted Group of Ministers on GST to rationalise rates last month, Bihar Deputy Chief Minister and Convenor of the GST Ministerial Group on Rate Rationalisation Samrat Choudhary said that proposals have come for changes in rates in the health insurance sector and the group is reviewing these proposals. In the GST Council meeting held on June 22, the Finance Minister announced several important measures including Aadhaar biometric integration and discounts in railway services, etc.
